Now, I don't know if Rewind will get the use that it had before.
I think the aspect of Mana Leak that got everyone's attention was it's small 'body'. It could be splashed easily, and it is very useful against aggro decks. Sure, once you got to turn 6+, it became mostly redundant, but by then, you should have something that can or soon will kill them.
A turn 4 Snapcaster into Mana Leak was hilariously delicious. A turn 6 Rewind... Maybe not so much.
I clearly see why it's great: it's essentially a free counterspell. However, the drawback is that you can't play it before turn 4 (not considering ramp).
Also, about the Infinite Tamiyo combo: That will take you 8 turns for that to happen without considerations of Proliferating, Damage, or keeping her alive. Do you think Delver decks takes that long? Do you think Humans start really winning around then? ... (see all)

This is great to use with things like Forbidden Alchemy, you can counter and use your instant speed draw. Great with flash, and other instants. Not to mention that you can counter two things in one turn.
As for Tamiyo.. Who cares... If she ever gos Ult its Good Game no matter whats in your hand...
