Art isn't great, I'll admit. But in the Pre-release, with everyone having their nutso-crazy bombs, this was killer. "I'll play Rakdos, Lord of Riots." And now it's mine.
Threaten effects are always great, because nobody ever thinks of them when they make their decisions. People will think "ok, maybe one of my guys will die," but they'll never think "Next turn, what if one of my guys beats ME in the face?"

This kind of effect is always really good in limited, but the extra two damage really makes this great. It makes blocking decisions even more awkward for your opponent.
