Bant? The flavor totally doesn't fit in the Ravnica Dual Deck. Why would the Izzet concern themselves of the traditions of Alara?
Other than the superfluous flavor text, the card is fine. If it cost just {U}, I can assure you that it would see use over Unsummon . . . along with Vapor Snag for use on your opponent's creatures, of course.

This is... a weird card to play. I think I speak for many when I say it's worse than unsummon. It either makes you weary of playing it on your opponent's creature, or regrettable when you've wasted 2 mana returning a creature to your hand for 1 card.
Usually, you'd return your own creature to your hand to either protect it or use it to activate the Enter the Battlefield effect again.

This is a card that would be better off if it said "you control" instead. That way its noob proof, but still the option is there if you need to hose an aura or some counters.
This seems fantastic for abusing sweet ETB effects. Imagine with Sea Gate Oracle for example. They swing with fatty, you chump and bounce, draw. Next turn draw and drop sea gate.
