Not the most useless card in the world. Against burn, can make your creatures immune if you leave islands untapped. Dont worry about sacrificing islands though, but its still an option.
Kind of a weird card, but if the only removal they have is red, could have its uses.

This is just atrociously bad. Forget the casting cost or activation. Let's make the card vastly better and say that it's a 0 casting cost sorcery that, for the rest of the game, allows you to sacrifice an island to put 2 +0/+1 counters on any creature(s) in play. Is this good? No, it's not. An island is worth way more to blue decks than 2 +0/+1 counters.
Consider the effect in reverse... put 2 -0/-1 counters on creature(s) you control to put an island from your graveyard into play. That would actually be a better card than this.

Coral Reef + Shape Stealer
Now he can block nearly anything killing it, and surviving to tell the tale..

I wonder if +0/+1 counters get removed by -0/-1 counters? Or if removing five +0/+1 counters from Sage of Hours lets you take half an extra turn.
