I understand when pacifism-like cards read "can't attack or block" instead of "has defender and can't block"
But why don't they use the keyword on this card?
Since the restriction is split up into two parts, "Enchanted creature has defender" wouldn't be a more complicate wording than "Enchanted creature can't attack".
Yet it would interact with cards which make use of this keyword ability.
Then on the other hand, unless you're running cards like Grotag Siege-Runner, you'll most often profit from the fact that the enchanted creature is not considered a defender like on Gelid Shackles.

pretty good for a card that costs one mana but i would rather use pacifism considering it makes the creature not block either

This wording isn't strictly better. Some cards like you to have a bunch of defenders.

the desire set of cards features these legends looking into the mirari, right?
And kirtar slaughtered a bunch of people then died after getting the mirari, right?

That actually changes the use of this card. Against a deck based on attacking with walls, defenders, or something similar they would be able to attack when they pull off their keyword, just like normal. Same goes for other odd interactions like that. If they have a warmonger's chariot, they can just ignore it under the defender wording.
This wording is strictly better.

@Mode, originally it's because 'Defender' wasn't introduced as a keyword until Kamigawa. The oracle text hasn't been changed because, as mentioned in other comments, it would interact with the rules differently.
