If this were "{3}{B}, Destroy target nonblack creature. Flashback {5}{B}{B}", people would happily play this. However, we also have Chainer's Edict.

Who says the flashback has to be useless late game? Ideally you've been continuously nuking your opponent's lands the entire time, so having a guaranteed second volley in the wings is nice if you need to keep the pressure on.

Yeah, +1 mana over Stone Rain is TOTALLY worth flashbacking an effect that is often worthless late game.
