I'm making a Quiet Speculation-based control deck and thought it would be nice to have 1 bounce spell to search for. When I saw this, I was really excited for about 0.1 seconds.

I have actually found a deck for this. It's in my EDH using Niv-Mizzet, the Firemind and discard/draw-seven effects. I was pretty shocked to be honest.

sorcery-speed bounce entirely defeats the purpose of bounce.
Bounce is supposed to be cheap and instant-speed so you can punish opponents that try to cheat demon of death's gate (or similar cards) into play via its alternate cost the instant after that spell resolves. If you're unable to outright counter it, you need to have the option of delaying it for a while so you can drop that third island.
And four mana? Come on. Evacuation only costs one more and is a win condition.
This is unplayable as is. Merely making it an instant would have dramatically increased this cards' viability.
