It's interesting to me that if you're about to flash something back that costs 2 or more anyway, this card is essentially free.

Well, this is one way to guarantee success for a particular theme/gameplay (flashback). 5 stars for exactly what it creates, which is the option to use flashback cards with awesome effects but that normally cost an unrealistic amount of mana to play and/or flashback.
Secondly, you can reduce already cheap flashback costs so that you can overwhelm your opponent with volume of spells.
Thirdly, screw your opponent by increasing the amount they have to spend to run their flashback themes.
The mana cost to play this spell is perfect. The flavour text is perfect.
