Played this a lot back in the day. Can't remember once winding it up.
Think it through - Swing once, it's ahead of a Craw Wurm. Swing twice, still ahead of a Craw Wurm. Swing three times, level with a Craw Wurm... and you've done 18 damage. They're dead. Games don't last long enough for the "winding down" thing to often cause problems, it's just good flavor.
Even if for some reason you're trying to kill them wholely with this you'd still finish them with your fourth swing. Plus it's immune to terror - which Craw Wurm most certainly is not.

Those clockwork creatures are a nice idea for sure, and 7 power for 6 mana (on the first attack) ain't horrible.
Still, it's far too clunky. All the fuss of having to spend mana and to tap it only during upkeep to rewind it, so you can't attack or block that turn. And you can't even put more counters on it that it started with... If it would have trample, or needn't to tap to rewind, or whatever, it would be playable. But like this, it's a fun idea and nostalgic card, but in matters of power level nearly useless.

This and all other clockwork cards are garbage, check out Clockwork Hydrabecause its the only clockwork card that isn't garbage.
