Far too narrow? It's about as narrow as a pithing needle. If your opponent is playing red they are probably going to burn you at some point. Might be good in a fish deck or other aggro blue deck. It's not the greatest card but it's not terrible.

It's antiburn, so it works I guess. Perhaps it'd be best as sideboard in a control deck with an unusual amount of creatures.
I'm just glad the had the sense to make it a cantrip(well, slowtrip). Otherwise, it'd be maybe a bit better than Mudhole. No wait, that's an insult to Suffocation...

Let me just say that sideboard cards are in some ways more important to a deck than the ones in the mainboard.

Card is sideboard at best. Nothing to make every day play. Barring everyone playing some sort of burn in game/tourny card is 2.5 at best. I play some ready but if I'm splashing I'm playing other things like wheel of fortune and some other non burn cards just to through my opponent off.

Far too narrow (edit: in multiplayer)

Amazingly fun in an anti-burn vs. deck.

Not nearly as good as its counterpart, Burnout. Blue usually doesn't win by flooding you with damage, but by controlling the board. Unless you're playing a very aggressive blue deck, this card will not really get you any closer to winning. Burnout can protect red's spells, which it usually needs to win. The only good thing is the card draw added. I suggest that if you want to hose red, include something like Flash Freeze and not this thing.

Would have been so much more interesting if it didn't have the "play only if.." clause, so you could cycle it for the cantrip if necessary.
I really like the art.
