Green has lots of draw power. One only needs to take a look at Greater Good to know that.

A cantrip that costs 2Green to regenerate a creatue.
So tell me please, why did Regenerate get a cost of 1Green then?
2 is the common cantrip cost, and none of these cards is even really powerful anyways - nor would have been the latter one if it had gained a cost of Green only...

Probably because Refresh also allows you to draw a card, which you cannot deny draw power to be extremely beneficial, especially considering Green doesn't have much draw power to begin with in comparison to other colors.

I don't see why this is rated so low. It's a no-frills two for one in green (used against either burn, creature kill, or a combat trade), and they don't get many of those.
