You're missing the point...it's not a drawback.
This card was printed in a block with threshold cards, and what better way to fill a graveyard than to power things like this out so that end of turn you discard half your hand?

Even in today's Standard, I'd use this guy in Limited. Heck, I might even use it in a constructed deck if I need to fill my graveyard. Hello, Seance!

It's rather good, but really, it's not incredible...it's still an Air Elemental for 1 less with a drawback that may heavily impact your deck.

Not a major drawback because the only deck you'd be playing this in is an aggro deck. could also proove to be a halfway decent way to put cards in the yard.
