majinara is right, but for five mana this is too slow actually. i think it should either immediatly kill the creature at the beginning of its controller's upkeep instead (losing the latter two advantages from P/T shrinking), or have a lower mana cost instead.
i actually think this could find good use if it just was cheaper...
but you have to wait an upkeep for each point of toughness and will afterwards even get the plague, that's not much for 5 mana...
of course you can only play creatures with p.i.g. effects to reduce the drawback, but i think the best use for this card should be in control decks that don't run any creatures at all.

This would be playable at CMC 1, maybe 2. Five is ridiculous.
Compare this to Drop of Honey / Porphyry Nodes, which similarly burn through every creature in play, but vastly more quickly, at CMC 1.

- kills creatures with shroud (when it returns to play, since it then doesnt target)
- kills indestructible creatures
- kills creatures with regeneration
Especially fun in multiplayer games, since there are enough creatures are around, and the card works much faster each turn.
And it's fun as well if you have creatures in play, that other people don't want to die, such as Goblin Gardener or Rukh Egh.

Actually, IIRC Shroud includes that creatures with shroud can't be enchanted, even if the enchantment has no target. Otherwise, I agree with majinara.
