It can have uses - but they are limited. If you're using an Oracle of Mul Daya for instance, she could clear non-land from the top of your deck. Really, she works with any of the dozen or so cards that let you play off the top of your library.

this card certainly isn't impressive, but it isn't all bad. as VampireCat said, it could interact with "top card matters" cards. Exiling the top card of your library isn't inherent card disadvantage, and on a cheap body with a cheap effect, it's kind of interesting.
