I'd use it with chittering rats. 8 cheap cards in your deck that impede tempo amazingly. Use it with its bigger form Agonizing Memories and plow under as well and you have a deck that wins by making the opponent so miserable they just concede.

Somewhat awful since you will normally not get rid of the biggest threat (that is, the card you've chosen).
This will just mean card disadvantage for your opponent and a look at his/her hand since he'll draw the card put onto the library next turn anyways.
But since it's card disadvantage for you as well and you're paying 1Black, you should think twice about using this card.
Yes, you could also get a minor profit from this Sorcery with Clash-effects or similar "top-card matters" cards, or you could try milling it. But thats all not really worth it i think - a simple discard for Black like Distress is a far better choice in general.
An if i urgently wanted to put the cards in my opponent's hand onto his/her library instead of the graveyard, I'd pay Black more and play a 2/2 creature, Chittering Rats instead.
