Because a Stasis deck just might have a use for more than 4 Zephyr Falcons.

@Guestxxx: Back then expansions like Ice Age and Mirage were meant to be playable as stand-alone so many of the basic editions' cards were either directly reprinted (Circles of Protection repeat offenders) or renamed to fit the expansion better (like this one and Juniper Order Druid vs Ley Druid with IA). Some were also revamped, like Essence Filter vs Tranquility in IA again.

And yeah you could have 8 vigilant birds to peck the opponent in Stasis deck.

At this point they did not reprint cards in core sets...sort of, because they sure reprinted COP:White. Maybe they thought the word Zephyr was out of flavor for an African themed set. Who knows.
