Just sort of an annoyance on its own, but play this on someone already affected by a Mana Web, and give them a more difficult choice. Add in a Psychic Venom, or equivalent, and they're pretty much damned if they do, damned if they don't.

Well, in the best case, this is a blue enchantment that deals 3 damage to your opponent each turn. Which in theory ain't bad as a finisher in a control deck. What's also nice is that the only way to avoid the damage is by paying mana during the upkeep, which is exactly the moment where you do not want to pay mana, since you haven't drawn a card yet, and don't know yet what will happen during the turn. And if blue runs enough bounce spells, you will need your mana to replay your stuff.

The downside is that this thing is very expensive, with five mana to cast, and an additional cost each upkeep of yours, if you want to keep it going. It's also very slow, since it doesn't do anything during the turn you cast it, during your opponents next turn and during your next turn.

So, all in all it's interesting and a nice concept, but a bit overcosted and too slow. If I'd play it, then in a dedicated bounce/counter deck. Or a deck that involves land destruction.

Could be fun with Stasis or maybe Limited Resources especially if you wind up with land advantage.

Eon Hub (for you), Paradox Haze (for your opponent). Obvious, but effective.

Also, the flavor on this is excellent: You're funnelling mana into the vortex, and if the opponent doesn't dedicate the same amount of mana to counterbalance it then it flares up and smacks 'em.

Gibbering Descent could work wonders with this card, just be sure to put enough counters on it

Urza Lands

Once you get this out, Sunder, then start replaying lands. Your opponent can't keep up and likely can't do much about it either. They have to know it's coming to stop it really, and black and red and do anything about it anyway.
