It certainly is odd that blue creature has an effect that damage other creatures.
Sadly it only occurs when it leaves play making the creature unstable.
(which is interesting since blue is all about control)
4/5 for Brilliant oddity that gives damage effect to blue creature without losing the flavor.

Confession: It took me longer than it should have to figure out the point of this wall was to jump it. At first I thought the "bury it" clause was supposed to be some kind of bizarre drawback.
Just for fun, pair with Flood, which lets you tap a creature for each two islands you control. :)
