First of all, If played on turn 2 you won't be able to attack until turn 4. Swinging for 2 on 4 isn't very efficient.
Secondly, after that you only get to attack every other turn. This isn't even a 10 turn clock it is 20.

Phasing as an activated ability was awesome. Just "Phasing" is atrocious. To give you some idea of how this works:
Turn 2: Cast this creature.
Turn 3: This creature phases out.
Turn 4: This creature phases back in, and gets to attack.
Turn 5: This creature phases out again.
So basically, not only were phasing creatures deathly slow offensively, but also not reliable as a blockers, and not much cheaper or significantly more powerful than other creatures of the day, with few exceptions.
