I love this card because it forces people to learn phasing rules all over again.

Temporary removal, the best thing that blue can do most of the time. Although I'm sure there's some kind of shenanigans that could be used to make it better.

A nice cheap blue tempo spell that is cheaper than Boomerang, more expensive than Unsummon, but does not require re-investment of resources since the opponent (or you, if you are using it to save your own permanents) do not need to recast things that are phasing back in. It functions as a nice defensive utility against removal, and also can temporarily displace an attacker, blocker, or pesky effect that you don't want your opponent to benefit from. It's really not bad, and a totally playable card.

Great answer to Batterskull. Target the germ token and it (along with Batterskull) will phase out. However the token will immediately cease to exist, so it won't be able to phase in, meaning that everyone's favourite mythic living weapon is gone for the rest of the game.

While this card may not be the best Instant it has its uses and can be used for a great laugh with Ink-Treader Nephilim and Isochron Scepter.

If the card said "Counter target spell that targets an artifact, creature, or land that you control", I suspect people might like it better. As it stands, it's easier and less painful to use defensively than a Boomerang and has limited potential to screw with your opponent. 3.5/5, but I've seen much worse cards ranked higher.
It's particularly great defensively for giant creatures that were really hard to summon in the first place.

Flavorful Temporary removal.
On the plus side, It doesnt strip off bonuses or negative effects the target may have accumulated (counters, equipment, auras, etc).. and anyone who's ever played against a vanishing on a zur in EDH, can attest... Phasing is really the way to go if you want untouchablity, and keeping all your buffs.
OR.. if you were to somehow eliminate untap phases, it would never get a chance to come back. Perma-exile.. theres no way to interact with the card ever again that I know of. ..cept removing the stasis and getting your untap phase back
Plus! Have you ever reality rippled a batterskull's germ token? The token ceases to exist, and the batterskull sits in phasing-limbo for the rest of the game.

One can always choose to go the Isochron Scepter route with this. Throw in a Shimmer for good measure and your opponent will be a sitting duck 50% of the time.
