if there was a white or red creature that did this, you guys would think it's great for non-ramp-color ramping. but seriously, how many ramps does blue have? high tide? SEA SCRYER? she opens your mana for 1u counterspells and utilities, which is the biggest slowdown of permission decks. and in a merfolk tribal, she can get beatdown buffs for killing after the need for extra mana is gone. and i can think of a nasty Intruder Alarm - Shrieking Drake infinite that's killed me several times. shame on all of you!

I figured this card would be rated higher, just because of how rare mana acceleration is in blue. Kind of a strange, nerfed blue version of Skyshroud Elf. Not great, but not terrible. I'm still willing to shell out the one extra mana for Mana Prism for any situation where this would be useful, and unless you NEED that extra creature and are playing straight Mirage just use Prismatic Lens.
