hedronMatrix, I don't think this works with Howling Mine like you'd hope. If you cast Howling Mine and then enchant it with this, everyone else would still draw a card on their next upkeep step. When your next turn comes around, howling mine would phase out on your untap step, so that only you miss out on the extra card.
Howling Mine would remain phased out for the rest of the round, and then phase back in on your next untap step so that you finally do get that first extra card, and then everyone else would get another extra card on their upkeep step.
So enchanting Howling Mine with this does two things:
1) It globally cuts Howling Mine's effect in half (everyone draws an additional card half as frequently).
2) It exaggerates Howling Mine's inherent tempo disadvantage.
