It's important to note that the second ability merely uses red mana, but does not make the 1 damage come from a red source. The damage is still green, in the event that a creature has protection from red.

Back in the day when Type II had Mirage/Visions/Weatherlight in the format, this guy was a nice addition to the five-color Maro deck. That ability to ping creatures and players has its uses. Sadly, like a lot of older cards, he is a victim of powercreep.

The red ability was the only good one in the cycle. That cheap ability on a one-mana dork made Shadow and Granger Guildmages pretty useful weenies.

This is pretty darn good for a common. Consider that by himself he can stop a Ball Lightning as early as turn 2 (by blocking the Ball Lightning, then use his own ability to give himself first strike). Add in the fact that his other ability is very relevant, and that he has a good creature type. You've got a pretty good common card.
