You know, I never knew this guy existed. Seems like he could be rather useful in Jund Decks.

one of the only black people on a Magic card. :p

Fortunately, Teferi, Mage of Zhalfir was so badass, he got reprinted in FTV: Legends, so I would say they are represented pretty fairly.

Would be a lot better if his abilities didn't require him to tap :/
Might be a nice addition to some decks I'm sure, but the fact that you can't use his full potential in decks other than BGR is kind of annoying.
