Not much to say in its favor. That blue ability combos nicely with Dominus of Fealty- steal a creature, then put it on top of their library to lock them down. But there are a lot of good things you can do with Dominus of Fealty.

Even though it does alot for 1 white mana, its abilities aren't really that impressive.
