I don't know why this card doesn't get more love. Instead of thinking of it as a weak Disenchant, think of it as a defensive spell that allows you to protect your stuff from removal and has the bonus effect of being a weak Disenchant if you need it. Also, it delays your opponent's draw for another turn by forcing him or her to recycle and recast a card for which he or she had already expended resources during a previous turn.
This card is going into my Zur's Weirding deck.

This is one of the more rare things out there in the world of Magic: a white bounce spell. Yes, it definitely can be used as a weak Disenchant, but people discount the tempo disruption that this card can cause, especially since it's to the top of the player's library, not their hand.
Also worth noting is the fact that this gets around things like indestructibility and regeneration. Even though it's merely a delay, you can always follow it up with white's other notable off-color spell from the same set: Illumination, a.k.a the white artifact and enchantment counterspell.
