It's easy to construct a deck to benefit from a card like this.
When your opponent's got 4 Lightning Bolts, 4 Dark Rituals, and other predictable things like that, and you have 1 Disenchant, 1 Erase, 1 Tranquility (for example), you can score an advantage with Null Chamber. What you can also do is use several Null Chambers in your deck. You can always cast another one to replace the one currently in play, because of the way enchant worlds work. You can then name another problem card you anticipate your opponent to use. You could also run other enchant worlds that happen to be useful for whatever kind of deck you have, and use one to remove a Null Chamber currently in use, if you want to cast the spell your opponent forbade you to use.

There was a style of playing Magic called "Highlander", where you could only use 1 of any particular card, other than basic land. That kind of deck would obviously work well with this card.

this used to be part of an old deck i saw back in 96 or 97, i think the deck's name is THE ONE HIT WONDER..every card in the deck is a singleton except for basic lands..

i saw a R/W version, it had a lot of "one-of's"..it also has another obscure enchant world in it, EYE OF SINGULARITY.

and they usually name a card in the opponent's deck that destroys enchantments, (opponent is playing white, you name disenchant, etc..)the deck relies on DIVINE OFFERINGS to destroy nasty artifacts..

couldn't remember the details.
