Instant speed draw is good for control, and I run this card in any deck where I run both counters and card draw.

This card seems outdated at first sight (think Counsel of the Soratami). But it's an instant and can target other players.
Nevertheless I prefer Deep Analysis. (Freakin' censor!)

why is this getting such a low rating? and such hating.
the reason it costs so much is because its instant draw, meaning you leave mana open during their turn, then if they play anything you dont decide to counter or respond to, you draw 2 cards at the end of their turn. that doesnt leave you tapped out when they want to play their bombs
