So Pillory of the Sleepless is a Pacifism with life drain, and this is Arrest with life drain... Sounds fair to me. And this card is totally what Orzhov is about, a slow and painful death.

I love Pillory of the Sleepless, but I am not ready to accept this one yet, consider Prison Term is a very viable control card even without the lose life phrase. The cost affects tempo.

Well, arrest is clearly better. For limited this is still good, for constructed it's too expensive I guess.

During the prerelease I (playing Dimir) lost only to one foe (playing Orzhov) He had 5 of these. Between random extorts and this acting as a timer, I lost. Its a good card. Its the reason I lost. In standard I don't think it will be as deadly but I would not ignore it.

A great upgrade to Pillory of the Sleepless. One mana to not allow the activated abilities to be played? I'm down for that! A lot more utility, and totally perfect for the Orzhov bleeder deck.
