During the pre-release I had this and Act of Treason sitting next to each other while building a deck. I love it when card art can tell a story. Here's my take:

Orzhov Syndicate fatass here was up to some financial shenanigans that was rapidly angering the Boros Legion, though they didn't have enough evidence to go off of to frag him for his crimes. Orzhov and Boros were always bitter with each other, but not to the point of openly attacking.

Then this fat guy (forgot his name, but he is a major Orzhov representative) committed an Act of Treason by conspiring with the Rakdos cult. Doing such a thing would lead the other guilds to suspect that Orzhov and Rakdos were somehow conspiring against the rest of Ravnica. Judging by the flavor text, The Boros Legion was anonymously tipped off with evidence by House Dimir, whom revealed Orzhov's crimes in order to provoke the Syndicate and the Legion into fighting each other.

This card is absolutely lethal in a deck that specializes in token armies, especially when paired with Assemble the Legion.

If you're running a deck that cranks out lots of tokens relatively fast, this would be a funny response to boardwipe.

"I see you have lots of little tokens, even though you can produce a butt ton of these quickly, I'm not worried... Ok, Pyroclasm!" (assume for this we're playing a game in a format where Pyroclasm is legal)

"In response, 1RedRed, Massive Raid, you take (however many tokens the player playing Massive Raid has on the field, which for this situation is assumed to be enough to make you brown your pants) damage. GG."
