This guy is much better than Goblin Piker, and I like him a good bit. But he just isn't that good. I'm running three in a casual Gruul deck, and I'd just rather replace him for more Slaughterhorns and Wasteland Vipers.
Decent and neat in limited, but not that great.

@qk1 I find that to be true with just about every card there is. Storm Crow being a notable exception as it is strictly better than everything else out there
