Flavor-wise, his abilities suggest he uses the powers of his guild to scour memories and minds to the brink of insanity. He then pieces together the information and memories he has extracted to transform himself into passable fakes of the people he wishes to become, to further his plans and the agenda of the Dimir.
All the while he remains aloof and completely untouchable.
In other words, you get him out, mill them until you get a good creature, and proceed to beat them with their own, now hexproof, creature.

Mill decks were bad against Eldrazi decks because of that graveyard shuffle ability those Monsterss had but with this guy out.....

@SuicidalTendancies: You can also cheat Phage out using a Torpor Orb or a Platinum Angel.
And when a card's text contains its name, it really means "this card". So this guy would gain all such abilities just like the original creature had them.

In questioning the Phage thing....Wouldn't all instances of "Phage" be replaced with "Lazav"? Therefore, wouldn't the text read "When Lazav, Dimir Mastermind deals combat damage to a player, that player loses the game."?

This guy creates a new layer of dread if you have No Mercy on the field.
Also, for even more fun shenanigans, have Lazav out and cast Sakashima the Imposter as a clone of Lazav then mill/kill/counter creature cards/spells ;) haha
