In a red deck with decent amount of burn spells, this is almost strictly better than Lightning Blast. Should rate around 4/5

The hybrid cost being split between {6} and {R}{R}{R} makes cards like Explosive Revelation and Vengeful Rebirth play quite nicely with it.

You can't miss with a three mana four damage burn spell which can target both players and creatures.

The more I think about this card, the more I feel a straight up "Instant- {2}{R} deal 4 damage to target creature or player." would be fine to print. They would have to be careful about the other burn in the format. At least a {1}{R}{R} Instant would be nice.
