A classic which still has some value in the modern game. It might not be flashy or kill a creature outright, but that 4 extra mana still ***es an opponent off and sometimes even throws them off their game more than using a straight removal card would.

Even for todays standards it seems ok. Not awesome, but definately playable. For one lousy mana you can tap an annoying creature, and forcing the opponent to pay four mana each time to untap it is quite a lot. Not to mention your opponent faces a difficult decision: your opponent has to decide whether to pay four mana or not, before he draws a card in his turn. So if he pays four, he might not have the mana to play whatever he draws.
Sure, if an opponent has 10 or more mana or so available, it doesn't do that much. But still, I think it's a nice card.

I have a question and forgive me if it sounds noobish... Why does a player don't get to pay a cumulative cost to untap a creature enchanted with multiple Paralyzes but a players gets to pay cumulative costs to attack a creature if there are multiple Propagandas or Ghostly Prisons ?

Because you're paying to untap the creature and it cosst only 4. This doesnt tap the creature, just makes it not untap. 4 cost s to untap
