Hilarious card somehow. Vampire Skeleton, powered by bats. They should make a movie about this instead of some sparkling teen fantasy vamps.

He's in for drafts, and he's a potential powerhouse in a draft. He's got evasion, regeneration, and can produce a potentially large number of evasive tokens.

I didn't clue in, but Captain of the Watch was probably built to be similar to him.
Same cost, same colour weight (but in White, Black's counterpart colour), same power/toughness, one given ability (vigilance instead of flying), and 1/1 tokens are given.
The differences are obviously that she gives 3 tokens and boosts them, while Vampire gives 2 flying tokens and can make more.
Honestly, it's nearly impossible to determine which is better. At first glance, Captain is better. However, White has more token generators than black, so Captain should be a little bigger. On the other hand, Black has always had better ways to abuse tokens (Grave Pact, Attrition, Black Market, etc.), so any mono-black token generator should be slightly nerfed.

this is one of the cards im dreading to pull if ever i open a modern masters.
at 6cmc, Kokusho would most likely be chosen over this.

w...t...f.....i opened a modern masters pack a couple weeks ago, let my buddy pick it out for me cuz he had never picked out a modern masters pack b4...thought there would be some good karma to go along with that...but, guess what my rare was? He's by no means a "bad" card, but you could do better for the mana cost. In limited he's a potential powerhouse, but in constructed the only way he'd see play is in a skeleton tribal deck.
Whats neat about this guy is that he basically hits the field with two free regens, the bats, which can be sacked at instant spead so they can also be chump blockers. He is the only skeleton with flying, and he can be a token engine.
The problem is that his token gen ability costs way to much for a net gain of just one bat token. Additionally his 3/3 body isn't much to scream about.
I guess you could offset some of these problems with other cards, like using Strionic Resonator to have him hit the field with more bats, or use something like Grave Pact to hurt your opponent whenever sacks a bat token.
