This is a white, modular and instant version of Sleep.... although it only taps 2 creatures instead of "all".
This has the benefit of being able to be cast before an opponent can attack.
If playing a Blue/White deck, and wanted this type of feature, I would pick this over Sleep, and Feeling of Dread.

might be good in draft before you do an alpha strike..i don't really play draft so i'm not sure how effective it would be..
i can't think of any format where this is not outclassed..
