It's in Modern Masters as limited fodder, remember that the set was designed to be draftable in addition to being a toolkit of modern cards.
Thundering Giant is decent in limited, for {R} it gets +0/+2 over Lightning Elemental and +1/+0 and haste over Hill Giant

In addition to what Atali said, giants was also a tribal theme in WR. Giants tend to be at rare; not very many at common or uncommon. Because of this, a couple of rare giants were bumped down to uncommon, and this giant was dropped from uncommon to common. It's very much so for Limited purposes.
