I think people are severely undervaluing this card in r/g suspend. Dropping a hasty 5/5 on people 2 turns earlier than anticipated can put people in a very bad spot; obviously remove the last two counters with this, otherwise the element of surprise is lost. You can even pop creatures into play from suspend during combat.
...and that's only ONE mode, the pump/trample is nice for the beefy creatures that r/g attracts, particularly because most of them lack native trample. Being able to mainboard artifact removal is also nice, since you pretty much lose something like Sword of Fire and Ice if it lands and you aren't prepared to destroy it.

@robox: Yes it can remove just the last one. In fact it can even target a permanent with no time counters and still resolve.

This would be better, but too good, at just one mana. As is, I don't think it's Artifact Destruction mode is good enough most of the time.
Specifically in Modern Masters Draft, it's very useful- probably one of the better Artifact Destroyers. But Modern Masters chose this instead of Shattering Spree because it wanted Artifacts relatively playable.
