So it's a Treasure Hunter with flying and an extra point of toughness... this isn't strictly better or powercreep? Does making it a Gargoyle and an artifact somehow offset the ramp?

Everyone rating this card below a 4 has never played with it in limited, extremely powerful especially in multiples.

Well dhinge, it's normally agreed that being an artifact is neither better nor worse than the alternatives because there are plenty of situations where that property can be a boon or a hindrance. So whether an 'artifact creature' is better in that case depends on your deckbuilding skills to make optimum use of the given cards.
But I don't think the argument can be made that this Sanctum Gargoyle is a strict upgrade of, or a case of powercreep over, Treasure Hunter mostly because this vastly better card costs a total of 4 mana, compared to the other one which costs 3. You pay more to get more, which is the very first thing that must be checked before you consider nominating anything for the Strictly Awards.

Minus_Prime, in this case being an artifact creature is a huge upgrade. If you get two of them, you can infinitely recur them by playing Sanctum Gargoyle to fetch Sanctum Gargoyle (a la the ol' Gravedigger trick, who he IS almost strictly better than). Against any non-exiling removal, he pretty handily destroys limited decks all on his own since he also flies, and he's not bad in Pauper.
