Which is more relevant, that it casts for 1, or activates for 3?
Consider that Chalice of the Void is almost always best set to 0 or 2, and Disenchant usually costs 2, and never 0.
This is quite a corner use for a card, but I think it's worth mentioning after reading Chalice's comments.

In terms of just being a low cost artifact, there are so many better choices (Spellbombs, Memnite, Phyrexian Walker, Ornithopter, etc.) and in terms of actual use its beaten handily by Seal of Cleansing (costs {1} more to cast and {W}{2} less to activate) or Disenchant itself.

The main reason this card is good is because it is searchable with Trinket Mage and Artificer's Intuition. Artifacts are also a lot easier to reuse and recurse with cards like Auriok Salvagers and Salvaging Station. For all these reasons Dispeller's Capsule has far more utility than other disenchant variants, and maybe that's why activation cost is increased.
Mind you, these cards are most likely to only show up in an EDH deck such as Sharuum, the Hegemon.
