Prowl is a strange sounding mechanic, really. Just having to say that your creatures are on the prowl.

Don't just look at him as a Goblin, appreciate him as a Rogue as well:
This card should work surprisingly good with the vast amount of rogues we got lately in Innistrad and Return to Ravnica.
There are lots of (visually or literally) unblockable, powerful ones among them.
Therefore, those Rogue Prowl cards we got in Lorwyn should works pretty nicely with them.
5 power for three mana and a triple-Extract is definitely something worth trying out.

I use him in a Rogue Deck. He works fine. Wish I had more though - gutting an opponent's deck of it's win condition is nice, want to do it more often.
Plus, you're paying 3 for a 5/3. That's epic in anyone's books! And that Rogue lord (can't believe I forgot the name - Oona's Blackguard?) curves well into this, more or less.

I don't really like Prowl, but I suspect that's more to do with the cards it's on than the mechanic itself. I never really liked the Boggarts of Lorwyn and Morningtide.

A great card in goblin or rogue tribal deck. Rogues and goblins should both be able to get an attacker through by turn 3 worst case scenario. A 5/3 with Jester's Cap ability on turn 3 is not to be scoffed at. The card is amazing in EDH, removing combo pieces, major threats, or anything else that might ruin your day. Cards like Frogtosser Banneret and Goblin Warchief allow you to play this card for just 2 or even 1 mana!
Not to say that there aren't more degenerate, mean, and broken things you can do with Goblin Lackey, but cheating one of the aforementioned lords onto the battlefield, and casting Earwig Squad for is a pretty efficient turn. While being extremely powerful, the card is mostly useless outside its tribal groups if you can't cast it for its prowl cost, which probably explains its mediocre rating.
