Looks great with the new framing. Definitely a combo card, and nice for black to have a haste creature as well.

that echo-discard is pretty much an upside to me. Does madness or Reanimator ring any bells?

This card can work great in reanimator, dredge, scavenge, or flashback decks. Turn that drawback into an advantage, because you WANT that card in your graveyard!

Something about this card is Epic to me. A bunch of small little things coming together.

It's a flying 2/2.
It's an Imp Rebel.
It has Haste, and no-mana Echo.
He's even a small discard outlet.

It feels like Value. :) If Putrid Imp is being called out as too powerful/unfun by your friends, consider replacing him with this.

I'd compare this to Hidden Horror. It gets flying and haste at the cost of -2/-2, and its discard is much more flexible with what you can discard at the cost of making you wait a turn to do it.
In the foil version his eyes and the little stream look really cool.
