That drawback is pretty big, and if you've played him as soon as possible (likely on turn 5) you won't have 6 creatures in the bin (and Shadowborn Apostle isn't constructed playable). Though at the worst, you can play him as 5 mana non-demon removal and then just sac him to his own ability if you don't have enough creatures in the bin.
Personally, while this demon's ETB is really nice, I prefer Desecration Demon for my black undercosted flier. Better against anything that isn't a token/weenie deck.

Just sac Reassembling Skeleton every turn if you don't have enough creatures in the grave. So many uses for that card!

Self-mill has another solid reanimator target. Turns your Unburial Rites into kill spells if you need 'em, and it's unlikely you won't have the required creature threshold.

At the very absolute worse, you can use his ETB on your own critters if you need that magic number for the upkeep clause.
