Playable in limited in R/B sacrifice deck. I just won a game in a draft finals thanks to using his regenerate in response to a Planar Cleansing. Everything else died, and ironically I sac'ed a Blood Bairn to save this guy.

There are cheaper sac outlets, black has better creatures for 5, poor guy really has no place. Hey, maybe someone will first learn about the power of free sac with him.

He isn't as bad as people make him out to be. You don't have to keep mana untapped to regenerate him. As one person said: He survives board wipes by saccing other creatures that would have died anyway. He has high power considering that he is black and black isn't supposed to get powerful creatures. And remember that you can have multiple regeneration shields, so in the event of a board wipe if they try to destroy him afterward and you sacced two creatures in response to the board wipe then he will still have shield number two to save him from the second attempt on his life.
Standard scenarios:
Sacrifice a 1/1 elemental creature to regen him.
Sacrifice a creature taken by Act of Betrayal to give him a regen shield.
Sacrifice a Festering Newt to give him a regen shield.
Etc Etc
