The goal of the mill part is to use it in this game to mess up your opponent's plans when they're Scrying for answers.

Wow, that's some stellar artwork. Really great use of colors. Too bad it's one if the worst cards in the set. Not even good enough for blue in Limited, honestly. The mill stapled to this is incredibly lazy, and if it was for messing up scry, then it could have at least been instant speed.

Oh well, at least Thassa got the coolest Emissary.

How much you want to bet this card was originally "Draw three, Scry three" and Development killed it because, well, obviously... The card as printed is super weak in limited and competitive constructed, sure, but y'know, my kitchen table flashback deck is fairly happy to have a draw six for six now. :)

Hey, at least the card has a nontrivial legitimate use somewhere, which is about as much as you can ask of a common that's clearly meant to be a really bad common.

Aw, man? Mill? Mill is what we get stapled to our overcosted common card draw? What, did I happen to get a Ashiok in my other pack or something? There's not even remotely enough support for mill to even be marginally relevant!

Gimme up to one target creature gets -2/-0 or hell, put a 1/1 into play, SOMETHING.

This is a reference to Plato's Allegory of the People in the Cave. See, the Cave People knew nothing of the world except for a flickering shadow on the wall. So when they did a Theros draft, they didn't know any better than to draft overcosted cards like this, because card advantage is always good in limited, right? Anyway, Socrates wrote a sequel called People of the Cave 2: Shadows United, but it didn't do as well.
