As has been said, pumping Toughness is very special, do not underestimate it.
That being said, It is difficult to afford both abilities to any decent effect. Monored fire-breathers are more accessible because that's the only mana you should have access to.

I wanna hear more about these Viashivan blokes! Their region combines both the Viashino and Shiv... a coupla nasty, rugged places if I've ever heard one. What else do they have hidden away?

While pumping up Strength isn't that special, Toughness is. When paird against someone like Shivan Dragon. Viashivan would only need to pump up enough to kill it and then pump up to survive.

Pumping toughness is always going to be just a mana drain. It's not going to help you 9 times out of 10. You'll end up sinking more mana into a card that is already only a so-so card.
Peruse the following: Would you normally spend 6 mana to play a 4/4 creature with flying? Let's also remember that 4 of that mana is specific.. Which normally makes a card BETTER not still a PoS. Firebreathing is always nice, but you want it on something that is going to either not be blocked, or something cheap to throw it and remove another creature with it.
Anyway, if you're willing to mana fix for this card, consider the other dragons for 6 mana that have red and green mana costs. Rith, the Awakener Intet, the dreamer. 1/5

This is really not that good, for several reasons. Consider the comparison with the Shivan Dragon:
1. Each ability will only be half as effective as the Shivan Dragon's, assuming you have the same total number of land in play. Therefore, on abilities they should be considered even.
2. For each additional color, a creature should either gain power or reduce the CMC. This card has reduced P/T from Shivan Dragon, and requires 4 specific mana instead of two, with the same CMC.
It should have cost 3RG, or RRGG, and been 5/5.
