Nice. While it's a bit clunky to play, the design itself is slick. Cancel, slap on card draw, add {1} to the cost.

A conceptual ancestor of Cryptic Command. You get the same value for the same cmc while exchanging flexibility for splashability. You won't have mana problems in a 3-color control deck, and it's a 0-for-1 if it resolves.

It's not the fastest or most efficient counterspell, but it is almost always gaining the user advantage. Cards like this can make blue control decks more capable to continue putting pressure on the opponent without having to take time to draw other cards.
