A tad expensive, but it's a sturdy blocker and you can activate its ability after doing so, since its ability is only restricted for combat and not to sorcery speed. (Would have been frustratingly good without that restriction.)
But a repeated creature exchange each turn can be quite powerful, and also get somewhat political in Commander, where this card shines the most.
Too bad it can't target legendary creatures, but that's not surprising since Wizards likely didn't want this guy to snatch commanders.
He's also another decent card on top of your library for Skill Borrower.

...To be fair, being able to remove one attacker from combat every turn would be terribly broken. But I'm positive that Wizards could have gone around that extremely easily.
