Potentially very powerful effect strapped to your manabase, which can find a home in more than just the sideboard.
The combo abuse potential for this is huge with 'unloyal' permanents that have loss of control as a drawback like Treacherous Pit-Dweller or Sleeper Agent; or control-switching cards like Gilded Drake, Spawnbroker or Confusion in the Ranks if you have a sacrifice outlet.
Nice to see another Commander reprint of this, although I'd love a reprint in Standard to have this available for Modern.
Compare with Brooding Saurian, a 4/4 four-drop that offers a control-reset for all nonlands at end of your turn.

they don't deliberately intend for any deck to be the worst in a cycle, but the natural order of how they make anything, even a simple horizontal cycle of common cards, tends to end up with one being the odd duck out.
they don't think of it as trying to push a bad deck at people, they try to give each deck at least one nice card. the unfortunate side effect of their design causing a deck to be the worst deck is sad.
it's mysterious that Homeward Path would end up in the worst deck each time. if next year the pattern continues, maybe it's what you say. if it happens FOUR years in a row, then I'll admit you're right. twice isn't enough to guarantee intended pattern. :P
