If you're like me and don't want to run counterspells, don't forget your Vedalken Aethermage as tuck protection.

Useful cards I haven't seen anyone mention: Burning Inquiry, Anvil of Bogardan, Spiraling Embers, Toil//Trouble, Shocker and Barbed Shocker, Iron Maiden, Ebony Owl Netsuke, Incendiary Command, Dreamborn Muse, Arm with Aether for a low-$ selective "board wipe," Night Dealings for the long game.

Matchup suggestions: Dissipation Field in the mirror match to repeatedly bounce their punishment cards (better than No Mercy because it hits permanents! and you'll probably just end up shuffling their hand into their library anyway), Blood Oath naming cr... (see all)

Found my new commander. Combo between group hugging and gleefully giving them some suicide black to every card they draw.

Might I recommend Forced Fruition, Teferi's Puzzle Box, and of course Underworld Dreams.

When you're trying to play EDH Mill, you can't forget card draw.
Cards like Wheel of Fortune, although sometimes beneficial, can be just as damaging as a general mill spell. A legendary creature like this is exactly what a Draw-Mill deck needs. Underworld Dreams+Howling Mine on a legendary? That's not too shabby.

Aside from ChttrBox's suggestions, if you're playing him as your general instead of Jeleva, look for Wheel and Deal, Wheel of Fate, Windfall, Memory Jar, Dragon Mage, Reforge the Soul, Whispering Madness, Diminishing Returns, Whirlpool Warrior, Winds of Change, TIme Reversal, Molten Psyche, and last but definitely not least, Niv-Mizzet, the Firemind.

This guy is just so cool; the art, the flavor, the abilities, everything. I think I've found my new favorite Commander, when I saw his spoiler I immediately started putting a deck together. Lot's of great suggestions already, but I'll throw out a few I haven't seen mentioned yet.
Chains of Mephistopheles is great if you have/can afford a copy. Mikokoro, Center of the Sea is awesome, as is Jace, Memory Adept(dat -7). Seizan, Perverter of Truth has obvious synergy. With Nekusar out Nin, the Pain Artist can be used to great effect as a removal tool while also dealing damage to your opponent through the card draw. Gnat Miser and Locust Miser keep your opponents discarding often and activating Megrim. Sire of Insanity is also useful there, and shouldn't hurt you much as you should already have out ... (see all)

I'm a little unimpressed with stappling a Spiteful Visions to a legendary creature, but he quite obviously fills a hole in that there wasn't really a punishing legend in Grixis for such a deck. Crosis, the Purger and Nicol Bolas fill the Howling Mine discard Group Slug archetype, but until now now Grixis legend for the punish-them-for-drawing-and-not-discarding archetype that likes Viseling and Phyrexian Tyranny. Too bad I already settled on making my deck like this blue/red only, but I will look forward to having my deck and a Neuksar deck or two at the same table for some very fast and fun games.
